Prices continue to rise, rents absorb an increasing share of wages, and access to a decent home is moving further out of reach for many young people and families.

Meanwhile, governments are responding with caps, stressed housing market areas, new decrees and more regulation of large property owners. The debate is usually presented as a confrontation between landlords and tenants, but this interpretation only explains the surface of the problem. Behind it lies a much deeper question: what happens when an economy derives increasingly greater returns from controlling what already exists and increasingly less from creating what is missing?

This question allows us to distinguish between two very different ways of generating wealth. In a productive economy, capital takes risks to expand production capacity. Homes are built, technologies are developed, factories are opened, energy networks are installed and new services are created. Profit comes after something that did not previously exist has been added to the economy.

An extractive economy works differently. Returns do not necessarily depend on producing more, but on controlling something that others need and that is difficult to replace. It may be land, housing, infrastructure, a patent, a digital platform or access to a market. The activity may be perfectly legal and even rational from a business perspective. The problem arises when profitability comes mainly from scarcity rather than from solving it.

Housing explains much more than housing

Let us imagine two investments of ten million euros. With the first, a development of fifty homes is built. During the process, architects, engineers, builders, installers and materials companies are put to work. When construction is completed, the investor expects to make a profit, but there are also fifty homes that did not exist before.

With the second investment, fifty already-built flats are purchased in a city where supply is insufficient. The transaction may be equally profitable and legitimate, but no new housing has appeared. If the population increases, construction remains constrained and demand grows, those fifty flats may appreciate considerably without the economy gaining a single additional home.

This difference is particularly important in the current context. According to the INE, house prices in Spain were rising by 12.2% year-on-year during the second quarter of 2026, while second-hand housing prices were rising by 12.9%. At the same time, the OECD points to a persistent imbalance between the creation of new households and residential construction, and cites estimates from the Bank of Spain that put the accumulated shortfall at hundreds of thousands of homes.

This is why part of the current conflict cannot be understood simply by looking at prices. The real problem is scarcity. When many people are competing for few homes, owning one provides growing economic power. And when that power increases faster than the wages of those who need access to housing, ownership begins to carry more weight than work in the distribution of opportunities.

This does not make the landlord guilty or the tenant a victim by definition. Nor does it allow us to put a family with a second flat in the same category as a fund with thousands of assets. The important question is another one: where does the system direct its incentives?

If building is slow, legally uncertain and costly, while buying existing assets in areas where they are scarce offers high returns, capital will do exactly what is expected of it: it will seek the easiest and safest route to obtain a return.

When scarcity becomes a business

The phenomenon can be seen very clearly in housing, but it is not exclusively a property-market issue. Large digital platforms offer a similar example. When a company creates technology capable of connecting millions of people, facilitating transactions or reducing costs, it is generating value that did not exist before. The problem arises when that platform becomes an almost unavoidable gateway to a market.

At that point, the source of profit may begin to change. The company no longer earns money only because it offers a better service, but because it controls the place through which others must pass. It can increase commissions, change conditions or favour certain participants without needing to innovate at the same pace.

The initial value came from building the marketplace. The subsequent rent may come from charging a toll because everyone needs to pass through it.

Something similar happens with energy. Installing photovoltaic panels, building a power plant, expanding an electricity grid or deploying storage systems increases an economy’s energy capacity. But if demand grows and the grid is not expanded, bottlenecks acquire extraordinary value. The same infrastructure that was supposed to facilitate growth can end up limiting it.

The paradox repeats itself: when creating new capacity is difficult, controlling existing capacity becomes particularly profitable.

Capital learns too

This is probably the most important point in the debate. Capital has no moral preference for producing or extracting. It seeks returns.

If developing a new product involves years of research, competition and risk, but buying a scarce asset offers similar or higher gains with less uncertainty, some of the money will end up there. If building homes requires a decade of planning, permits and construction, while acquiring an existing property makes it possible to benefit immediately from scarcity, the incentives once again point in the same direction.

Over time, this can transform the entire economy. Money continues to move. Assets become more expensive. Balance sheets grow and, on paper, wealth is generated. But a higher price for a flat in Barcelona does not mean that Barcelona has more homes. A digital company that increases its commissions has not necessarily created better technology. A congested electricity grid can generate rents, but not more electricity.

This is where the difference between a productive and an extractive economy ceases to be an academic abstraction. One expands society’s capacity. The other can enrich certain asset owners without expanding it.

The dilemma that decrees cannot solve on their own

This also helps explain why the housing crisis seems to resist every quick solution. Regulating rents can limit increases and protect tenants who already have access to the market. Tackling abuses is necessary. Preventing dominant positions is necessary too. But no decree can turn 100 homes into 120 on its own.

At the same time, expecting the market to solve the problem spontaneously is not enough either if the system itself makes competing for existing assets more profitable than creating new ones.

The answer, therefore, cannot consist solely of deciding how much a landlord can charge or how many properties make someone a large property owner. We must also ask what prevents capital from flowing into construction, how much of the scarcity stems from urban planning regulations, the lack of available land, financing costs, administrative delays or the shortage of public housing.

If we only try to distribute an insufficient supply more effectively, the conflict will continue to exist. Who bears the cost may change, but the scarcity will remain intact.

A society resembles what it rewards

No modern economy is purely productive or purely extractive. A home can simultaneously be a place to live, an investment and a legitimate source of income. A dominant platform can continue to innovate. Privately owned infrastructure can generate profits while providing an essential service. The boundary is not absolute.

But we can observe where the incentives are shifting. If the greatest profits increasingly come from owning land, property, networks or dominant market positions, while creating new capacity becomes slow, expensive and uncertain, the economy begins to send a very clear message: it is more profitable to own than to create.

And this transformation has profound consequences. Those who already own assets start with an advantage. Wages lose weight compared with income from assets. Inheritances become more important and social mobility declines. A point is reached where working harder or being more productive does not guarantee access to the goods that define an economically stable life.

This is why the housing conflict is much more than a battle over the price of rent. It is a debate about the kind of economy we want to build. We can devote capital to competing ever more expensively for what already exists, or we can direct it towards building what is missing. We can primarily reward ownership of scarcity or make creating new supply attractive again. This is the fundamental choice.

Because wen an economy rewards controlling a scarce home more than building a new one, the problem is no longer merely about housing. It is the economic model itself that has begun to go wrong.

Diversify, protect and give real value to your savings.
