Why? The answer depends not only on taxes, but also on wages, self-employed workers, bureaucracy and the level of trust citizens place in the public administration.<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">When taxes are discussed, the debate is often oversimplified. Some argue that Spain is a tax hell, while others point out that France, Denmark or Belgium collect even more through taxes and social security contributions. Both statements are true. <\/span><b>Yet both are incomplete. A tax authority cannot be judged solely by the amount it collects, but also by the effort it demands from taxpayers and the way it treats them<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Spain collects less than many of its neighbours<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">If we look only at the tax burden\u2014that is, the total of taxes and social security contributions as a percentage of GDP\u2014<\/span><b>Spain does not rank among Europe&#8217;s highest-tax countries. According to <\/b><a href=\"https:\/\/ec.europa.eu\/eurostat\/web\/government-finance-statistics\"><b>Eurostat<\/b><\/a><b>, France, Denmark, Belgium, Austria and Finland all have a higher tax burden than Spain<\/b><span style=\"font-weight: 400;\">. Spain generally stands several percentage points below the countries that top this ranking.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These figures should settle the debate. But they do not. <\/span><b>Despite having a lower tax burden than many other European economies, the widespread perception is that Spain&#8217;s Tax Agency is particularly tough<\/b><span style=\"font-weight: 400;\">. If objective data do not explain this feeling, then the answer must lie elsewhere.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The problem is not how much we pay, but the effort it requires<\/b><\/h3>\n<p><b>Comparing taxes without comparing wages is one of the most common mistakes in the fiscal debate<\/b><span style=\"font-weight: 400;\">. Paying a given percentage in taxes does not have the same impact when the average salary exceeds \u20ac55,000 a year as it does when it barely reaches \u20ac30,000.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is what economists refer to as the <\/span><b>tax effort<\/b><span style=\"font-weight: 400;\">. It measures not only the tax burden itself, but also the economic sacrifice it represents for the taxpayer. And <\/span><b>this is precisely where Spain begins to differ from much of Northern Europe<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><a href=\"https:\/\/www.oecd.org\/en\/data\/indicators\/average-annual-wages.html?utm_source=chatgpt.com\"><span style=\"font-weight: 400;\">OECD<\/span><\/a><span style=\"font-weight: 400;\"> data show that <\/span><b>average Spanish wages remain well below those of Germany, the Netherlands, Denmark or France. This means that a similar tax burden can be far more difficult for a Spanish household to bear than for a German or Danish one<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In other words, the issue is not simply how much taxpayers pay. It is also how much they have left once they have paid.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The tax wedge: the great invisible tax<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">There is one figure that often goes unnoticed, yet explains better than any other the difference between the real cost of employing a worker and the salary that ultimately reaches that worker&#8217;s bank account. The <\/span><a href=\"https:\/\/www.oecd.org\/tax\/tax-policy\/taxing-wages.htm\"><span style=\"font-weight: 400;\">OECD<\/span><\/a><span style=\"font-weight: 400;\"> calls it the <\/span><a href=\"https:\/\/taxfoundation.org\/\"><b>tax wedge<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>The tax wedge is the difference between the total labour cost paid by the employer and the employee&#8217;s net salary after taxes and social security contributions have been deducted. The larger this gap, the higher the tax burden on labour<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Spain does not top the European ranking, but neither does it occupy the lower positions. What is <\/span><b>particularly significant is that this burden falls on wages that remain lower than those of many Central and Northern European economies<\/b><span style=\"font-weight: 400;\">. This reinforces the perception that a substantial share of the value created through work is absorbed by the tax system before workers even receive their income.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This phenomenon also affects <\/span><b>business competitiveness<\/b><span style=\"font-weight: 400;\">. A Spanish company may bear a labour cost that is considerably higher than the salary ultimately received by the employee, making both new hiring and wage increases more difficult.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The spanish self-employed worker: the best example for understanding the difference<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">If there is one group that perfectly illustrates the perception of the tax system&#8217;s toughness, it is the <\/span><b>self-employed<\/b><span style=\"font-weight: 400;\">. Spain has reformed its Special Regime for Self-Employed Workers (RETA) in recent years to align social security contributions more closely with actual earnings. Even so, t<\/span><b>he system continues to require many professionals to pay a monthly contribution regardless of how their business performs<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This detail is important. <\/span><b>A professional may go through several months with very little turnover and still be required to pay mandatory social security contributions. The issue is not only the amount itself, but also the rigidity of the system<\/b><span style=\"font-weight: 400;\">. When this model is compared with those of other European countries, significant differences emerge.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In <\/span><a href=\"https:\/\/entreprendre.service-public.fr\/vosdroits\/F23264\"><b>France<\/b><\/a><span style=\"font-weight: 400;\">, the micro-entrepreneur regime <\/span><b>calculates social security contributions on actual turnover<\/b><span style=\"font-weight: 400;\">. If business activity declines, contributions fall accordingly. If there is no income, the financial burden decreases proportionally. <\/span><a href=\"https:\/\/www.seg-social.pt\/trabalhadores-independentes\"><b>Portugal<\/b><\/a> <b>follows a similar philosophy<\/b><span style=\"font-weight: 400;\">. Contributions for self-employed workers are calculated <\/span><b>on the basis of declared income and are updated periodically according to actual business activity<\/b><span style=\"font-weight: 400;\">. In the <\/span><a href=\"https:\/\/business.gov.nl\"><b>Netherlands<\/b><\/a><span style=\"font-weight: 400;\">, many self-employed professionals <\/span><b>enjoy greater freedom to decide which insurance cover they wish to purchase<\/b><span style=\"font-weight: 400;\">, while in <\/span><a href=\"https:\/\/www.make-it-in-germany.com\"><b>German<\/b><span style=\"font-weight: 400;\">y<\/span><\/a> <b>not all social insurance schemes are compulsory for the self-employed<\/b><span style=\"font-weight: 400;\">. <\/span><a href=\"https:\/\/portal.seg-social.gob.es\/wps\/portal\/importass\/importass\"><b>Spain<\/b><\/a><span style=\"font-weight: 400;\">, by contrast, still conveys a sense of lower flexibility. For many self-employed workers, t<\/span><b>he tax calendar does not adapt to the business; rather, the business has to adapt to the tax calendar<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Bureaucracy: the tax no one counts<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">When people talk about taxation, they almost always think about money. Yet there is another cost that often goes unnoticed: <\/span><b>time<\/b><span style=\"font-weight: 400;\">. Quarterly tax returns, reporting forms, withholding tax filings, regulatory changes, appeals, electronic notifications and tax inspections are all part of the daily routine of thousands of self-employed professionals and small businesses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This administrative burden is also a form of taxation. <\/span><b>It is not paid in money, but in working hours, accounting fees and resources that could otherwise be devoted to generating economic activity<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is no coincidence that many small businesses end up outsourcing almost all of their tax management. The system has become so complex that <\/span><b>complying correctly with the Tax Agency has turned into a specialisation in its own right<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Not all tax authorities treat taxpayers the same way<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">There is a significant difference in the way European countries understand <\/span><b>the relationship between the tax administration and the taxpayer<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the Nordic countries, <\/span><b>digitalisation is not only intended to improve tax fraud control, but also to reduce citizens&#8217; administrative burdens<\/b><span style=\"font-weight: 400;\">. Denmark, Finland and Sweden have been offering pre-filled tax returns for years, along with highly simplified procedures and a high level of interoperability between public administrations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Spain has also made considerable progress in digitalisation, particularly through tools such as Renta WEB and the Spanish Tax Agency&#8217;s Electronic Office. Nevertheless, many self-employed professionals and small businesses still face a significant administrative burden resulting from recurring tax filings, regulatory changes and reporting obligations that often require professional advice. <\/span><b>The difference does not always lie in the taxes themselves. Sometimes it lies in how easy\u2014or difficult\u2014it is for taxpayers to comply with them<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Trust is also part of the tax system<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Economists often focus on the tax burden, but there is another indicator that is just as important: <\/span><b>institutional trust<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For years, the <\/span><a href=\"https:\/\/www.oecd.org\/en\/publications\/oecd-survey-on-drivers-of-trust-in-public-institutions-2024-results_9a20554b-en.html?utm_source=chatgpt.com\"><span style=\"font-weight: 400;\">OECD<\/span><\/a><span style=\"font-weight: 400;\"> has studied <\/span><b>the relationship between citizens&#8217; trust in public institutions and their voluntary compliance with tax obligations<\/b><span style=\"font-weight: 400;\">. Its conclusion is clear: <\/span><b>taxpayers are more willing to accept a high tax burden when they believe that public resources are managed efficiently, transparently and consistently<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>This is one of the major differences between the Nordic and Mediterranean countries<\/b><span style=\"font-weight: 400;\">. Denmark, Sweden and Finland consistently enjoy very high levels of public trust in their institutions, while Spain generally records significantly lower levels in a range of international indicators.<\/span><\/p>\n<p><b>When citizens believe that public services work well, that regulations are stable and that everyone contributes fairly, paying taxes becomes much easier to accept as part of the <\/b><a href=\"https:\/\/www.oecd.org\/governance\/trust-in-government\/\"><b>social contract<\/b><\/a><span style=\"font-weight: 400;\">. When that trust weakens, any tax increase is more likely to be perceived as an imposition.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The shadow economy also explains many differences<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">There is one factor that rarely appears in discussions about taxation, yet it profoundly shapes every tax system: <\/span><b>the shadow economy<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>Countries with higher levels of tax compliance can sustain substantial tax revenues with similar tax rates because they have a broader tax base and lower levels of tax evasion<\/b><span style=\"font-weight: 400;\">. By contrast, when a significant share of economic activity remains outside the formal system, the tax burden falls more heavily on those who do comply with their obligations.<\/span><\/p>\n<p><b>This vicious circle fuels a sense of unfairness<\/b><span style=\"font-weight: 400;\">. Honest taxpayers may feel that they bear a disproportionate share of the burden, while tax authorities strengthen enforcement measures to combat fraud, further increasing the perception of surveillance and administrative complexity.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>The toughest tax authority is not always the one that collects the most<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">At this point, the answer is less intuitive than it might seem.<\/span><\/p>\n<p><b>No, Spain is not the European country with the highest tax burden<\/b><span style=\"font-weight: 400;\">. Nor does it apply the highest tax rates across most major taxes. France, Belgium and Denmark continue to rank higher in many tax revenue indicators. But those figures do not tell the whole story.<\/span><\/p>\n<p><b>A tax authority is not perceived as tough simply because it collects a great deal of revenue. Available income, social security contributions, the flexibility of the system for self-employed workers, administrative complexity, legal certainty and the level of trust citizens place in public institutions all play a role<\/b><span style=\"font-weight: 400;\">. Together, these factors shape the taxpayer&#8217;s everyday experience.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>More than a debate about taxes<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Perhaps the real debate is not about determining which country collects the most taxes, but rather <\/span><b>which tax system achieves the best balance between revenue collection, competitiveness and public trust<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A modern tax authority should not be judged solely by the amount of revenue it raises. It should also be assessed by its ability to encourage voluntary compliance, reduce bureaucracy, provide regulatory stability and adapt to the economic reality faced by taxpayers.<\/span><\/p>\n<p><b>Spain has taken important steps towards modernising its tax administration<\/b><span style=\"font-weight: 400;\">. Even so, it continues to carry a reputation for being particularly demanding\u2014a perception that cannot be explained solely by the taxes people pay, but also by the way those taxes are administered. And that distinction is fundamental.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because, ultimately, a good tax authority <\/span><b>is not simply the one that collects the most<\/b><span style=\"font-weight: 400;\">. <\/span><b>It is the one that ensures citizens understand why they pay<\/b><span style=\"font-weight: 400;\">, trust the system and feel that the effort required of them is proportionate to the benefits they receive.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Protecting savings with physical gold has been one of 11Onze&#8217;s greatest contributions to its community, and its range of products continues to expand.
