{"id":14957,"date":"2021-08-30T21:00:00","date_gmt":"2021-08-30T19:00:00","guid":{"rendered":"https:\/\/www.11onze.cat\/?p=14957"},"modified":"2021-11-16T14:05:36","modified_gmt":"2021-11-16T13:05:36","slug":"recent-pension-reforms","status":"publish","type":"post","link":"https:\/\/www.11onze.cat\/en\/magazine\/recent-pension-reforms\/","title":{"rendered":"Understanding the recent pension reforms"},"content":{"rendered":"<div class=\"component text\">\n  <div class=\"container\">\n\n\n    <div class=\"row\">\n      <div class=\"col  col-lg-8  offset-lg-2\">\n        <h3><b>On 24 August 2021, the government approved an initial pension reform that will bring some changes to retirement for all workers.<\/b><\/h3>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">The sustainability of retirement pensions is a recurring and much-talked-about issue, and the<\/span><i><span style=\"font-weight: 400;\"> Gobierno del Estado<\/span><\/i><span style=\"font-weight: 400;\"> and its social agents have been working on reforming it for a long time, and have now approved the first package of measures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this initial block, the objectives are to <\/span><b>guarantee the revaluation of pensions<\/b><span style=\"font-weight: 400;\"> and the purchasing power of pensioners, as well as to lengthen the retirement age, providing incentives for workers to extend their working lives and penalising early retirement. We review the main <\/span><a href=\"https:\/\/www.lamoncloa.gob.es\/consejodeministros\/resumenes\/Paginas\/2021\/240821-cministros.aspx\"><span style=\"font-weight: 400;\">measures<\/span><\/a><span style=\"font-weight: 400;\"> that have been approved.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>What are the main measures implemented?<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In order to guarantee their revaluation and the purchasing power of pensioners, <\/span><b>pensions are<\/b><a href=\"https:\/\/www.lamoncloa.gob.es\/presidente\/actividades\/Paginas\/2021\/010721-acuerdo-pensiones.aspx\"><b> linked to the CPI<\/b> <\/a><span style=\"font-weight: 400;\">(Consumer Price Index) recorded in the previous year. Thus, they will be automatically increased from 1 January in line with inflation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Early retirements are penalised <\/b><span style=\"font-weight: 400;\">by increasing the reduction coefficients that calculate them. This reduction coefficient is increased, for example, from 16% to 21% for workers with less than 38 years and 6 months of contributions who wish to take early retirement by two years.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Forced retirement clauses<\/b><span style=\"font-weight: 400;\">, which oblige workers to retire when they reach the legal retirement age, <\/span><b>are eliminated <\/b><span style=\"font-weight: 400;\">and can only be maintained in agreements already signed and in activities where women represent less than 20% of the workforce.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Incentives for workers who extend their <\/b><a href=\"https:\/\/www.lamoncloa.gob.es\/consejodeministros\/Paginas\/enlaces\/240821-enlace-pensiones.aspx\"><b>retirement<\/b> <\/a><span style=\"font-weight: 400;\">beyond the legal retirement age, consisting of a pension increase of 4% for each year of continued employment, an equivalent lump-sum payment, or a combination of the two options.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improving the <\/b><a href=\"https:\/\/www.lamoncloa.gob.es\/consejodeministros\/Paginas\/enlaces\/240821-enlace-pensiones.aspx\"><b>financing<\/b><\/a><b> system<\/b><span style=\"font-weight: 400;\"> to ensure sustainability by establishing an annual transfer from the national budget to the social security system.<\/span><\/li>\n<\/ul>\n<h3><b>The second package of pending reforms<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Thus, the short-term objective is to bring the retirement age in line with the real age, extending the working life of workers and, therefore, their years of contributions to the system. At the same time, the <\/span><i><span style=\"font-weight: 400;\">Gobierno del Estado <\/span><\/i><span style=\"font-weight: 400;\">is working on a<\/span><a href=\"https:\/\/www.elindependiente.com\/economia\/2021\/08\/02\/las-claves-de-la-reforma-laboral-de-yolanda-diaz\/\"><b> labour reform<\/b><\/a><b> that would provide greater stability<\/b><span style=\"font-weight: 400;\">, in which it would propose a reduction in temporary contracts, pursue subcontracting and recover collective agreements, among other measures to be applied.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Likewise, some other measures envisaged in the <\/span><a href=\"https:\/\/www.lamoncloa.gob.es\/consejodeministros\/Paginas\/enlaces\/280111-enlacepensiones.aspx\"><span style=\"font-weight: 400;\">draft bill<\/span><\/a><span style=\"font-weight: 400;\"> have been left out, such as the <\/span><b>postponement of the retirement age<\/b><span style=\"font-weight: 400;\"> to 67, the increase in the number of years of calculation that form the regulatory base of the pension, or the reform of maximum pensions.
